I currently have two PayPal claims going, but it’s for purchases outside of eBay. I also know that Amex makes it very easy to file a claim against a purchase, but I haven’t had to do it with any other card yet, thankfully.

But I think all of these companies put way too much stock in “the customer is always right.” But when you are actually right, it’s a very nice tool. But too often it;s used as a weapon by assholes and other shady people.

For credit card companies, the ability to contest charges and deny payment is good marketing for the company, and they just fold the cost of it into card fees and interest rates. Someone always pays somewhere.

Yes, someone does always pay, and with eBay stuff I think it’s usually the seller. I’ve heard horror stories about buyers absolutely lying and these non-professional sellers (ie: people selling something random) getting completely screwed.

But I’m almost positive that with PayPal they initiate a chargeback. I just bought a custom gaming computer and filed a claim because they screwed up and failed to respond to me, and within hours of me filing the claim they suddenly called me.

And I think Amex also does a chargeback because I contested a UPS charge after their insurance never contacted me back, and I got the money back, and then UPS turned around and charged my shipper account.

But I think in terms of fraud, the credit card companies eat the losses. As we’re still transitioning over to chip cards I know the credit card companies were giving retailers a grace period, and during that period they would pay any fraudulent charges used on a non-chip card, but after a certain date the merchant responsible if they didn’t use a chip reader.
